Performanţa, succesele şi provocările Centrului Perinatologic nivel III în implementarea Programului Naţional de Perinatologie în Republica Moldova

Abstract

According to the development objectives of the millennium approved by the Republic of Moldova, the Government through the objectives of the programs “Economic Growth and Poverty Reduction”, “Moldovan Village”, also provided for priority measures in the domain of maternal and child health. One of the main focuses of this policy was the elaboration of three national programs aimed at improving the basic maternal and child health indicators at the national level: “Strengthening perinatal healthcare in the Republic of Moldova (1998-2002)”, “Promoting perinatal services (2003-2007)“,” Modernization of the perinatal system of the Republic of Moldova (2006-2014). So at any level of the regional perinatal service, it is imperative necessary insurance according to human resources, technical-material, and organizational-methodical resources to provide high-tech and costly perinatal services in obstetrics, gynecology, and neonatology. However, all the measures provided in the national perinatology programs contributed to the improvement of the main indicators of maternal and child health care but, regretfully, its evolution is slow and oscillating, remaining below the level expected by WHO and society. This situation imposes us to revise the perinatal care policies at the national level with the emphasis on: implementing new organizational models of perinatal service on a level basis, optimizing the quality of maternal and child medical services and their cost-effectiveness; making human resources more efficient and conforming to medical workers, motivating for the highest qualification and professionalism; capital reconstructions and endowment of the appropriate technical material of the perinatal centers in rendering the services provided, the prioritization of the “Maternal health”&“Family health” care packages and, last but not least, the Government’s support for the country’s vital measures.

Согласно целям глобального развития, принятым Молдовой, правительство определило некоторые приоритетные меры в области охраны материнства и детства. Одним из наиважнейших аспектов в этом отношении было выработка трех национальных программ по улучшению основных показателей перинатальной службы. На всех уровнях родовспоможения строго обязательны соответствующие кадровые и материально-технические ресурсы, чтобы обеспечить высококачественные перинатальные технологии. Все меры предпринятые до сегодняшнего дня несомненно сыграли свою роль в улучшении основных показателей службы, но к сожалению их эволюция имеет медленную и осциллирующую тенденцию, являясь ниже таковых, ожидаемых ВОЗ и обществом. Данное обстоятельство обязывает нас пересмотреть политику в области перинатального ухода на национальном уровне: внедрение новых организационных моделей в оказании перинатальной помощи; оптимизация качества оказываемых медицинских услуг матери и ребенка; улучшение кадровых ресурсов с несомненной мотивацией высокой квалификации и профессионализма; материально- технической базы перинатальных центров и приоритезация базовых пакетов в оказании перинатальных технологий.
