Siguranţa rutieră şi prevenirea accidentelor în Republica Moldova

Abstract

Introducere. În lume, creșterea unităţilor de transport se consideră un indicator cheie în dezvoltarea economică, dar odată cu creșterea lor crește și numărul de accidente rutiere. Starea de siguranţă rutieră în societate poate fi asigurată prin eforturi comune în reducerea numărului de accidente și a consecinţelor grave de pe urma acestora. Scopul cercetării a fost analiza și evaluarea indicatorilor morbidităţii și mortalităţii prin traume rutiere în rândul populaţiei și elucidarea provocările actuale de siguranţă rutieră din Republica Moldova. Material și metode. Un studiu transversal retrospectiv a fost realizat în baza datelor statistice oficiale ale accidentelor rutiere din Sistemul informaţional „Registrul de Stat al Accidentelor Rutiere” al Inspectoratului Naţional de Securitate Publică pentru o perioadă de 3 ani (2018-2020). S-au analizat datele demografice, tipul, cauzele, consecinţele și distribuţia pe regiuni. Rezultate. Pe parcursul anului 2020 au fost înregistrate 1988 accidente rutiere, soldate cu 244 decese și 2245 traume. Evoluţia situaţiei accidentelor în perioada anilor 2018 - 2020 are un caracter descendent, fiind înregistrată o descreștere cu: 23,9% faţă de numărul de accidente din traficul rutier, 17,3% faţă de numărul persoanelor decedate și cu 23,3% faţă de numărul persoanelor traumatizate. Printre principalele cauze ale accidentelor rutiere au fost datorită: vitezei inadecvate, condiţiilor meteo, infrastructurei rutiere și nerespectării regulilor de circulaţie. Cele mai multe cazuri de accidente rutiere s-au înregistrat în iulie-august, în zilele de weekend; afectând în 50% persoanele cu vârsta cuprinsă între 31-64 ani. Cele mai multe accidente rutiere au fost înregistrate în municipiul Chișinău. Concluzii. Rezultatele vor contribui la elaborarea acţiunilor preventive în reducerea accidentelor și traumelor rutiere și a unui registru al traumelor care să genereze date complexe comparabile cu ţările vecine și UE.

Introduction. All over the world, the increase of transport units is a key indicator of the economic development, but on the other hand with their increase the number of road traffic crashes are also increasing. Reducing their number and serious consequences applying common efforts would contribute to road safety in the society. The purpose of the research was to analyze and evaluate indicators of morbidity and mortality through road injuries among the population and to elucidate the current challenges of road safety in the Republic of Moldova. Material and methods. A cross-sectional retrospective study was performed based on the official statistical data of road crashes from the Informational System “State Register of Road Accidents” within the National Public Security Inspectorate for a period of 3 years (2018-2020). Were analyzed demographic data, type of crashes, causes and consequences and distribution by regions. Results. During the 2020 were registered 1988 road traffic crashes, as a result of which 244 people died and another 2245 were injured. The evolution of the accident situation during the studied period has a descending character with 23.9% to the number of accidents in road traffic, with 17.3% to the number of deceased people, and with 23.3% to the number of traumatized persons. The major cause of road crashes: inadequate speed, environmental conditions, road infrastructure, not respecting the traffic rules. The most cases being registered in July-August, within weekends, around 50% among population aged between 31-64 years old. In Chisinau municipality are registered the most number of accidents. Conclusions. The results will contribute to develop preventive actions to reduce road crashes and injuries, and developing of an injury registry, which would generate complex data comparable with neighboring countries and with EU.
