Metode optimale de determinare a necesarului de medicamente și dispozitive medicale pentru instituțiile spitalicești în procesul de achiziție publică

Abstract

Introducere. Diversitatea și complexitatea proceselor din piața farmaceutică face tot mai dificilă orientarea specialiștilor din sistemul de sănătate pentru selecția celor mai eficiente și accesibile produse farmaceutice în tratamentul pacienților. Achizițiile publice de medicamente și dispozitive medicale au ca scop asigurarea Instituțiilor medico-sanitare cu medicamente sigure, eficiente, de calitate, respectând principiul concurenței, utilizarea eficientă a banilor publici, protecția mediului și siguranța pacienților, utilizând cele mai adecvate instrumente de lucru: Formularul Farmacoterapeutic, Lista Medicamentelor Esențiale, precum analiza ABC și VEN și metode optimale de determinare a necesităților. Scopul lucrării: Argumentarea științifică a metodelor de analiză ABC și VEN în determinarea necesarului de medicamente și dispozitive medicale pentru tratamentul pacienților spitalizați. Material și metode. În procesul de cercetare s-a utilizat metoda de analiză sistemică a procurărilor centralizate de medicamente în 15 instituții spitalicești republicane, municipale și raionale pe parcursul ultimilor ani. Rezultate. S-a constatat că în majoritatea instituțiilor, pentru determinarea necesităților cantitative de medicamente și dispozitive medicale, s-au utilizat următoarele instrumente de lucru: aplicarea principiilor Formularului Farmacoterapeutic și a Listei medicamentelor esențiale, prelucrarea datelor statistice și analizele standardelor și schemelor de tratament utilizate și alte informații determinante a necesarului de medicamente (numărul de cazuri tratate, corespunderea cu protocoalele de tratament, stocurile de produse, cantitățile de medicamente pentru un curs de tratament, duratamedie de tratamentși alți factori). Pentru aprecierea din punct de vedere a costurilorși priorităților a achizițiilor anterioare s-a propus utilizarea analizei datelor statistice cu aplicarea metodelor ABC și VEN, recomandate inclusiv de OMS. Concluzii. Studiul a demonstrat că analizele achizițiilor de medicamente, utilizând metodele ABC și VEN, permit eficientizarea procesului de determinare a necesarului de medicamente și dispozitive medicale și, în consecință, asigurarea instituțiilor spitalicești cu medicamente necesare conform profilului și protocoalelor de tratament, utilizarea corectă a banilor publici și respectarea legislației în vigoare din domeniu.

Introduction. The diversity and complexity of the processes in the pharmaceutical market makes it increasingly difficult to guide the specialists in the health system for the selection of the most effective and affordable pharmaceutical products in the treatment of patients. Public purchases of drags and medical devices are aimed at providing medical institutions with safe, effective, quality medicines, respecting the principle of competition, efficient use of public money, environmental protection and patient safety, using the most appropriate work tools: Pharmacotherapeutic Formulary, Essential Drags List, such as ABC and VEN analysis and optimal methods of determining needs. Aim of the study. The scientific argumentation of the ABC and VEN analysis methodsin determining the need for drugs and medical devices for the treatment of hospitalized patients. Material and methods. In the research process, the method ofsystemic analysis of the centralized procurement of medicines in 10 republican, municipal and district hospitals during the last years was used. Results. It was found that in most institutions, to determine the quantitative needs of drugs and medical devices, the following work tools were used: the application of the principles of the Pharmacotherapeutic Formulary and the List of essential drugs, the processing of statistical data and the analysis of the standards and treatment schemes used and other information determinants of the need for drugs (number of cases treated, compliance with treatment protocols, product stocks, quantities of drugs for a course of treatment, average duration of treatment and other factors). In order to assess the costs and priorities of previous purchases, it was proposed to use statistical data analysis with the application of the ABC and VEN methods, also recommended by the WHO.
