Abstract:
The aims of the presented project are: to decrease the morbidity, mortality, oncologic disability and life quality of medical assistance and life quality of oncologic patients by adopting the law “Regarding anticancer fight and medical assistance of oncologic patients”, by optimizing the management in the PMSI Institute of Oncology, creating the infrastructure of oncological service and of medico-social support of oncologic patients, creating a service of rehabilitation, palliative care and hospices. The project of ordinary law “Regarding anticancer fight and medical assistance of oncologic patients” is presented. The future law and normative acts will have to regulate all the processes of oncological service activity: prophylaxis, early diagnosis, complex treatment, rehabilitation and palliative care. It is primordial to involve the state and the local administration organs in the anti-cancer fight. An essential argument is that cancer is a social disease, so the responsibility for its prevention and early detection is of the health service, oncological service, as well as of the citizen, the society, the state by means of special organs and programs. Only being together: the citizen, the family doctor, the doctors specialists, the oncologists, the whole society and the state, we can stand firm against this social disease. Each year about 12 million people die of cancer all over the world, including 6000 in the Republic of Moldova. A well-determined structure, an integral system, a systemic management in the Public Medical Sanitary Institution Institute of Oncology and national oncological service is needed to attain the aim the objects of this project.
