Fondul de dezvoltare şi modernizare a prestatorilor publici de servicii medicale – o sursă suplimentară de finanţare a activităţii instituţiilor medico-sanitare publice

Abstract

There has been adopted the regulatory framework for creation of the fund of development and modernization of the public providers of medical services in order to improve the quality of medical services, effectiveness and productivity of the public medical institutions. Financial assets accumulated in this fund are designed for financing of investment projects in the following domains: purchase of high-performing medical equipment and ambulance transport; implementation of new heating and water-supply technologies, as well as technologies of medical waste processing; modernization and optimization of buildings and infrastructure; implementation of new information systems and technologies. It is necessary to bring to potential participants’ knowledge the objectives of usage of the present fund and criteria of investment projects selection in order to provide the use of the financial assets from the fund in the conformity with the legislation.

В целях повышения качества медицинских услуг, эффективности и продуктивности публичных медицинских учреждений была принята нормативная база для создания фонда развития и модернизации государственных поставщиков медицинских услуг. Финансовые средства, накопленные в этом фонде, предназначаются для финансирования инвестиционных проектов в следующих областях: покупки высокопроизводительного медицинского оборудования и санитарного транспорта; внедрения новых технологий обогревания и водоснабжения, переработки медицинских отходов; модернизации и оптимизации зданий и инфраструктуры; внедрения новых информационных систем и технологий. Для обеспечения использования финансовых средств фонда развития в соответсвии с законодательством, необходимо донести до сведения потенциальных участников конкурса цели использования данного фонда и критерии отбора инвестиционных проектов.
