Principii şi mecanisme de aplicare a ierarhizării priorităţilor de prestare a serviciilor de sănătate

Limited public finances can not satisfy the growing demands, in results it is necessary to choose which services and whom will provide. Making this election causes a permanent situation of interest conflict between patient-physician–manager–government. The author developed the causes of these conflicts, their evolution, and remedies, in the study of the problem situation of health in several countries. It has made an analysis of moral, political, and financial dilemmas of hierarchy problems of health services. Methods and principles for optimal and fair implementing of prioritization mechanisms for the provision of health services are the essences of this study.

Недостаточное финансирование системы здравоохранения не удовлетворит никогда запросы пациентов и самой системы. В результате появляется необходимость делать выбор, кому и какие медицинские услуги будут оказаны. Этот выбор создаeт непрерывный конфликт между: пациентом–врачом–менеджером–государством. Проблема появления напряжeнности, еe развитие и пути решения были изучены автором на основе практики многих стран в решении этой постоянной проблемы всех систем здравоохранения. В работе проанализированы моральные, политические и финансовые дилеммы иерархизации медицинских услуг. Методы и принципы, как можно более корректно и оптимально применeнные в иерархизации приоритетов оказания медицинских услуг, являются основой данной работы.
