REGISTRUL INFORMAŢIONAL AL BIOSPECIMENELOR: SOLUŢIE SOFTWARE nAţIONALĂ PENTRU BIOBĂNCI ÎN REPUBLICA MOLDOVA

Abstract

Introducere. Aprobarea Legii nr. 42/2024 privind banca biologică umană a instituit cadrul legislativ pentru înfiinţarea şi funcţionarea biobăncilor în Republica Moldova. Aceasta evidenţiază necesitatea implementării unui soft specializat pentru evidenţa şi managementul biospeci-menelor stocate în aceste structuri. Scop. Implementarea softului „Registrul de evidenţa informaţională a biospeci-menelor în cadrul Biobăncii” în două instituţii medicale şi evaluarea potenţialului de extindere al softului la nivel naţional. Material şi metode. S-a utilizat un design cu metode mixte, care a inclus analiza cadrului de reglementare, evaluarea cerinţelor tehnice specifice fiecărei instituţii medicale, proiectarea bazei de date, dezvoltarea de module software, prototiparea interfeţei şi instruirea personalului. Datele au fost analizate descriptiv; nu s-au aplicat teste statistice. Rezultate. Softul a fost elaborat conform standardelor ISO 20387:2018 şi MIABIS şi implementat în Institutul Oncologic şi instituţia medicală privată S.R.L. „ALFA Diagnostica”. Sistemul asigură monitorizarea centralizată a probelor, trasabilitatea completă a biospecimenelor, generarea de rapoarte standardizate şi acces diferenţiat pentru mai multe categorii de utilizatori, respectând cerinţele de securitate şi protecţia datelor cu caracter personal. Nu s-au constatat erori funcţionale majore în faza transferului. Utilizatorii au raportat îmbunătăţirea eficienţei operaţionale şi creşterea gradului de încredere în calitatea datelor colectate. Concluzii. „Registrul de evidenţa informaţională a biospecimenelor în cadrul Biobăncii” este soluţia software naţională dedicată biobăncilor din RM. Softul are potenţial real de extindere în cadrul reţelei naţionale de biobănci şi de integrare în infrastructuri internaţionale de cercetare biomedicală.

Introduction. The adoption of Law No. 42/2024 on the human biobank established the legislative framework for the establishment and functioning of biobanks in the Republic of Moldova. This highlights the need to implement specialized software for the record and management of biospecimens stored in these structures. Objective. Implementation of the software "Biospecimen Informational Record Registry in the Biobank” in two medical institutions and evaluation of the potential for extending the software at national level. Material and methods. A mixed-methods design was employed, encompassing analysis of the regulatory framework, assessment of technical requirements specific to each healthcare institution, database design, development of software modules, interface prototyping, and staff training. Data were analyzed descriptively; no statistical tests were applied. Results. The software has been developed according to ISO 20387:2018 and MIABIS standards and implemented in public medical and health institution Oncological Institute and private institution S.R.L. 'ALFA Diagnostica”. The system provides centralized monitoring of samples, complete traceability of biospecimens, generation of standardized reports and differentiated access for several categories of users, complying with the requirements of security and protection of personal data. There were no major functional failures in the transfer phase. Users reported improved operational efficiency and increased confidence in the quality of data collected. Conclusion. "Registry of informational record of biospecimens in the Biobank” is the national software solution dedicated to biobanks in the RM. The software has real potential for expansion within the national network of biobanks and integration into international biomedical research infrastructures.
