Development and implementation of strategies regarding the valorization of the potential of bioethics in medical institutions in the Republic of Moldova

Abstract

Background. The activity of contemporary medicine is inconceivable without the full inclusion of bioethics in all fields. In the Republic of Moldova there is an urgent need to implement bioethical knowledge in medical institutions. Objective of the study. Analysis of the process of elaboration of strategies in bioethics and of their application in the local medical sphere. Material and Methods. Published studies on the process of bioethics evolution in the Republic of Moldova were used. In the first stages, these focus mainly on theoretical topics, subsequently they tackle problems of applying the necessary principles in clinical activity. The results of national, international and bilateral scientific projects were also explored. Results. The examination of the materials shows a specific evolution of bioethics in the local spacein several stages. A valuable contribution was accumulated following the institutional project “Promotion and practical implementation of Medical Bioethics in the Republic of Moldova” (2015-2019) and the international project “Building Bioethics Capacities in Education and Doctoral Training: A Collaborative Network among Moldova, Romania and Switzerland”(2015-2016). The accumulated experience served as a considerable support for the elaboration of implementation strategies in the clinical activity of the theoretical-methodological and applicative potential of bioethics. Conclusion. The evolution of bioethics includes several essential stages. Along with the identification of serious problems, notable performances in the dissemination of bioethical knowledge have been achieved. The perspectives of local bioethics focus on clinical medicine and vulnerable groups. Introducere. Activitatea medicinei contemporane este de neconceput fără încadrarea plenară a bioeticii în toate domeniile. În R. Moldova persistă o necesitate stringentă de implementare a cunoștințelor bioetice în instituțiile medicale. Scopul lucrării. Analiza procesului de elaborare a strategiilor în bioetică și a aplicării acestora în sfera medicală autohtonă. Material și Metode. Au fost utilizate studii publicate privitor la procesul evoluării bioeticii în R. Moldova. La primele etape acestea preponderent abordează subiecte teoretice, ulterior s-au axat pe probleme ale aplicării principiilor de rigoare în activitatea clinică. De asemenea, s-au explorat rezultatele unor proiecte științifice de amploare naționale, internaționale, bilaterale. Rezultate. Examinarea materialelor denotă o evoluție specifică a bioeticii în spațiul autohton cu prezența a câtorva etape. O valoroasă contribuție s-a acumulat în urma derulării proiectului instituțional „Promovarea și implementarea practică a Bioeticii medicale în Republica Moldova” (2015-2019) și a proiectului internațional „Building Bioethics Capacities in Education and Doctoral Training: A Collaborative Network among Moldova, Romania and Switzerland” (2015-2016). Experiența acumulată a constituit un suport considerabil pentru elaborarea strategiilor de implementare în activitatea clinică a potențialului teoretico-metodologic și aplicativ al bioeticii. Concluzii. Evoluarea bioeticii cuprinde câteva etape esențiale. Alături de identificarea unor probleme serioase, s-au atins performanțe notabile în răspândirea cunoștințelor de bioetică. Perspectivele bioeticii autohtone se focalizează asupra medicinei clinice și a grupurilor vulnerabile.
