Primele rezultate ale implementării mecanismului nou de plată pentru performanţă în asistenţa medicală primară

Abstract

Summary. The first results of the implementation of the new mechanism of paying for performance in primary health care In Moldova, the same as in the most European countries, as a basic mechanism of financing method in PHC is used “per capita”. But it is well known that each payment method in addition to the advantages has disadvantages, too. The main disadvantage of using the method “ per capita” is its passivity. For these reasons, funding for the reason that the provider “exists “ should be combined with funding for the provider that “ do certain services”. In this context, since 2013, Moldova has implemented a new payment mechanism for achieving the indicators of performance. Analyzing the results of the implementation of this mechanism were found a number of changes that demonstrate the positive character stimulation of the new payment mechanism on the performance in primary care and argues further studies in this area.

Резюме. Первые результаты внедрения нового механизма оплаты выполнения показателей качества в первичной медицинской помощи В Республике Молдова, как и в большинстве европейских стран, в качестве основного механизма финансирования ПМП используется «подушевой» метод. Однако хорошо известно, что каждый способ оплаты имеет свои недостатки. Основным недостатком использования метода «на душу населения» является его пассивность. Для корекции этого недостатка часто прибегают к комбинированным методам оплаты. В связи с этим, начиная с 2013 года, в Республике Молдова внедрен новый механизм оплаты выполнения показателей качества. В результате анализа применения этого механизма, был выявлен ряд изменений, свидетельствующих о положительном и стимулирующем влиянии нового механизм на качество первичной медицинской помощи.
