Summary:

Early childhood intervention (ECI) is a support system for children with developmental disabilities or delays and their families. The mission of Early Childhood Intervention is to assure that families who have children ages birth to five, with diagnosed disabilities, developmental delays, or substantial risk of significant delays receive resources and supports that assist them in maximizing their child’s development. Early childhood intervention is playing an increasingly prominent role in the management of children with developmental disabilities. The field of ECI is generating expectations that systemic, comprehensive, and experimentally based intervention will alter developmental trajectories and prevent secondary complications. In the past 3-4 decades, remarkable advances have occurred in the field of early intervention that gradually has produced an effective system of services and support in many countries. The implementation of the ECI-system in European countries seems to be finalized. In most of these countries, despite a high degree of organizational diversity, the ECI system is created with progress in defining structures in a more systemic way (access to ECI, standards, basic requirements, etc.), with increasing efforts to define the quality of ECI.

Раннее вмешательство – система помощи детям раннего возраста с нарушениями развития или риском появления таких нарушений, и их семьям. Миссия раннего вмешательства заключается в разнообразной поддержке семей, имеющих таких детей, в возрасте 0-5 лет, для обеспечения их максимального развития. Система услуг раннего вмешательства играет все более важную роль в менеджменте детей с нарушениями развития. Есть основания предполагать, что системные, комплексные, основанные на достижениях фундаментальных наук интервенции могут изменить траекторию развития ребенка и предотвратить вторичные осложнения. За последние 30-40 лет отмечены значительные достижения в области раннего вмешательства, что привело к внедрению эффективной системы услуг во многих странах. В европейских государствах такая система, похоже, завершена. В большинстве этих стран, несмотря на разнообразие организационных моделей, система раннего вмешательства существует, системно разработаны и определены структуры этих служб (выявление детей, стандарты качества, основные требования т.д.), ведется постоянная работа по улучшению качества оказываемых услуг.
