Implementarea unui model nou de estimare a volumelor contractuale pentru prestatorii de asistenţă medicală primară

Abstract

Summary. During 2008 and 2009 in Republic of Moldova was developed and implemented a new model for estimating the necessary funding for signing contracts with primary medical care providers within the limits of the mandatory care insurance. The mentioned model provided the possibility of a transition from funding for the estimated number of people taken from the National Bureau of Statistics, to funding for the real number of people registered in medical institutions. With this purpose there was: elaborated a new informational program for online registration of the population in the medical institutions; organized the registration process of the population in the primary medical institutions; solved implementing period problems; found the solution for preventing medical institutions’ bankruptcy because of the exceeding number of served people and in case the changes in funding would be beyond the possibilities of settling them. The implementation of this model allowed the representation of the contracting process of the primary health care providers and created the possibility of funding correction by adjusting age risk.

Резюме. На протяжении 2008-2009 годов в Республике Молдова была разработана и внедрена новая модель для определения объемов финансирования поставщиков первичной медицинской помощи. Модель предусматривает переход от финансирования за количество населения предоставляемое Национальным бюро статистики, к финансированию за фактическое количество лиц, зарегистрированных в медицинском учреждении. С этой целью была разработана новая программа для on-line регистрации населения в медико-санитарных учреждениях предоставляющих первичную помощь, произведена регистрация, а также решены множество проблем периода внедрения, в том числе найдено решение по недопущению банкротства медицинских учреждений из-за невозможности быстрой адаптации к новым условиям финансирования. Внедрение данной модели позволило объективизировать процесс контрактирования поставщиков первичных медицинских услуг в рамках системы обязательного медицинского страхования.
